The Chairs reserve the right to impose time limits on oral

SB 2467    RELATING TO UNLICENSED CONTRACTORS            CPN, JDC
SD1        Authorizes and establishes procedures for the
        administrative forfeiture of materials, tools, and
        other property owned by an unlicensed contractor.
        Clarifies that unlicensed contracting is an unfair and
        deceptive practice and requires unlicensed contractors
        to reimburse moneys to consumers.  (SD1)

SB 2437    RELATING TO ANTITRUST                         CPN, JDC
SD1        Clarifies that a private person may bring an unfair
        competition action.  (SD1)

SB 2869    RELATING TO SAFE DRINKING WATER               LRE, JDC
        Increases potential fines to public water systems who
        violate drinking water requirements.

SB 2001    RELATING TO COUNTY TORT LIABILITY         TIA/ECD, JDC
SD1        Extends State tort liability to include
        indemnification of counties against damages arising
        from the acts of county lifeguards at certain state
        beach parks.  (SD1)

SB 2983    RELATING TO LANDOWNERS' LIABILITY             WLH, JDC
SD1        Redefines "land" to exclude land which is open to the
        public for commercial purposes.  (SD1)


 
SB 2224    RELATING TO LAND USE                               JDC
        Includes a trespasser entering private land for any
        purpose in the definition of a recreational user for
        the purpose of landowner liability.

SB 2296    RELATING TO UNIFORM DISCLAIMER OF PROPERTY    CPN, JDC
        INTERESTS ACT
        Adopts Uniform Disclaimer of Property Interests Act.

SB 2277    RELATING TO THE LAND COURT                CPN/GOH, JDC
SD1        Establishes consistency between Land Court
        registration, Probate Code, and Bureau of Conveyance
        procedures.  Authorizes an alternative, nonjudicial
        procedure for amending a certificate of title to
        reflect a change in status.  (SD1) 

SB 2815    RELATING TO INSURANCE                         CPN, JDC
        Requires persons convicted of felony offenses to seek
        the Insurance commissioner's written consent before
        engaging in the business of insurance.

SB 3194    RELATING TO THE RIGHT TO FARM                 ECD, JDC
SD1        Farming operations conducted consistent with generally
        accepted agricultural and management practices shall
        not constitute a nuisance; defines "generally accepted
        agricultural and management practices".  (SD1)

SB 2918    RELATING TO HUNTING LICENSES                  ECD, JDC
SD1        Increases nonresident hunting license fees.  Requires
        applicants for a license to disclose if they are
        prohibited from using firearms for hunting.  Allows
        DLNR to establish hunting license application and
        issuance procedures and set fees through
        administrative rules.  (SD1)

SB 3079    RELATING TO CRIMINAL TRESPASS IN THE FIRST    EDU, JDC
        DEGREE
        Repeals the requirement that school authorities and
        police officers warn or request a person to leave the
        premises of any public or private school, if the
        person enters or remains unlawfully in or upon the

 
 
        premises of the school, prior to having the person
        arrested for criminal trespass in the 1st degree.

SB 2527    RELATING TO CONDOMINIUMS                      GOH, JDC
SD1        Clarifies that a board of directors of a condominium
        association that solicits proxies using association
        funds must comply with the 30-day notice requirement.
        Authorizes use of copy, fax or other reliable
        reproduction of proxies.  Provides proxy requirements
        for condominium associations.  (SD1)

SB 2064    REPEALING SECTION 327E-13 (G), HAWAII REVISED HHS, JDC
        STATUTES
        Removes the pregnant women exemption from the Uniform
        Health Care Decisions Act.

SB 2254    RELATING TO PRIVACY OF HEALTH CARE            HHS, JDC
SD1        INFORMATION
        Clarifies the general rules regarding use and
        disclosure of protected health care information.

SB 2863    RELATING TO ADVANCE HEALTH-CARE           HHS/TIA, JDC
SD1        DIRECTIVES
        Allows individuals to designate on their driver's
        license or civil identification the existence of an
        advance health-care directive.  (SD1)

SB 2848    RELATING TO THE PERMANENT PLAN HEARING        HHS, JDC
        Allows the court to waive the approval of the child,
        age 14 and above, to a permanent plan, if it is in the
        best interest of the child to do so.

SB 2672    RELATING TO CONFLICTS OF INTERESTS            LRE, JDC
        Prohibits a public employee from taking official
        action directly affecting familial undertakings.

SB 2192    RELATING TO THE WHISTLEBLOWER PROTECTION ACT  LRE, JDC
SD1        Clarifying and strengthening the Whistleblowers'
        Protection Act.  (SD1)

SB 3049    RELATING TO HISTORIC PRESERVATION             WLH, JDC
        Amends the law to make DLNR records of the location
        and description of historic sites confidential.

SB 2925    RELATING TO THE FUEL TAX                      WAM, JDC
        Repeals certain fuel tax reporting requirements which
        gather information no longer needed.


No testimony will be accepted on decision-making only measures.

227, State Capitol, 24 hours prior to the hearing. Testimony may
also be faxed if less than 5 pages in length, to the Senate

faxing, please indicate to whom the testimony is being submitted,
